NRRP
The National Recovery and Resilience Plan (PNRR) “Italy tomorrow” is a vast programme of reforms -including public administration, justice, simplification of legislation, competition, and taxation -accompanied by adequate investments.
The PNRR is part of the Next Generation EU (NGEU), often also referred to as the “Recovery fund”, the 750-billion-euro package, made up approximately half of grants, agreed by the European Union in response to the pandemic crisis. For the first time, common European debt will finance a post-pandemic recovery programme for EU countries. The main component of the NGEU programme is the Recovery and Resilience Facility (RRF), which lasts six years, from 2021 to 2026, and has a total size of 672.5 billion euro.
The main component of the NGEU programme is the Recovery and Resilience Facility (Recovery and Resilience Facility, RRF), which lasts six years, from 2021 to 2026, and has a total size of 672.5 billion euro.
NGEU resources will finance the intervention plans of each Member State.
For Italy, the largest beneficiary in absolute value of the Recovery Fund, the available resources provided by NGEU under its Recovery and Resilience Facility amount to 191.5 billion.
The PNRR is structured around three strategic axes shared at European level: digitalisation and innovation, ecological transition, social inclusion.

The total allocation of the PNRR is 235.14 billion, because in addition to the 191.5 of the Recovery and Resilience Facility, there are: 30.64 billion in national resources, through the Complementary Fund, and 13.97 billion from the ReactEU Programme, the Recovery Assistance for Cohesion and the Territories of Europe package, through the Transition Plan 4.0.
The PNRR is divided into 6 missions:
- MISSION 1 “Digitalisation, Innovation, Competitiveness, Culture”
- MISSION 2 “Green Revolution and Ecological Transition”
- MISSION 3 “Infrastructure for Sustainable Mobility”
- MISSION 4 “Education and Research”
- MISSION 5 “Inclusion and Cohesion”
- MISSION 6 “Health”
“Mission 4” directly concerns the world of education and universities, for which 30.88 billionwill be allocated. This section, further divided into two components, starts from the analysis of the critical issues affecting this sector and proposes structural interventions on multiple fronts, as described below.
Measure 4, Component 1

POLIBA PROJECTS
NATIONAL CENTERS
The National Centers promote frontier research in technological areas consistent with the priorities of the European Research Agenda and with the contents of the National Research Plan 2021-2027.
The NCs are organized with a Hub & Spoke governance structure; the Hub carries out management and coordination activities, while the Spokes carry out research activities – they are aggregations of state universities, research bodies, and highly qualified public or private entities that conduct research activities.
They are aimed at the creation and/or renewal of research infrastructures and laboratories, the implementation and development of research programs and activities, fostering the establishment and growth of entrepreneurial initiatives with higher technological content such as start-ups and research spin-offs, and enhancing the valorization of research results.
The NCs in which the Polytechnic University of Bari is involved with the role of Spoke and Affiliated Entity are two.
NATIONAL RESEARCH CENTER FOR HPC, BIG DATA AND QUANTUM COMPUTING
The activities of the National Supercomputing Center focus, on the one hand, on maintaining and strengthening the Italian HPC and Big Data infrastructure and, on the other, on developing advanced numerical methods and applications and software tools to integrate computing, simulation, data collection, and data analysis of interest to the research system and to the productive and social system, also through cloud and distributed approaches.

CTA+ - Cherenkov Telescope Array Plus
The ground-based gamma-ray astronomy observatory, the Cherenkov Telescope Array (CTA), is listed among the highest-priority national RIs, consistently with the strong international financial, political, technical, and scientific involvement, as well as the location of its headquarters in Italy. Unfortunately, due to financial constraints, it was not possible to cover all the costs of the originally planned CTA construction. Currently, the southern site in Chile does not include any of the 4 large-sized telescopes (LST) originally planned, and will have a reduced number of small-sized telescopes (SST) compared to its original baseline. In this context, CTA+ intends to provide the aforementioned additional telescopes, in particular 2 LSTs and 5 SSTs to be installed at the CTA-S site.

KM3NeT is the ambitious international project for neutrino research in the Mediterranean, which includes the underwater ARCA (Astroparticle Research with Cosmics in the Abyss) and ORCA (Oscillation Research with Cosmics in the Abyss) apparatuses. In their final configuration, the two KM3NeT sites will include 230 detection lines for ARCA and 115 for ORCA. The two apparatuses are optimized for very different experimental purposes: ARCA is aimed at the search for cosmic neutrinos up to extreme energies, while ORCA is dedicated to the study, with lower-energy events, of the so-called neutrino oscillations.
